Scope of the Role

The Engineering Technician assists the Director of Power Delivery with Golden Spread Electric Cooperative's (GSEC) engineering and operational responsibilities involving its Member Cooperatives. The responsibilities include working with member cooperatives on establishing new delivery points in accordance with the applicable transmission tariff, keeping databases up to date with delivery point data, ensure facilities are correctly modeled in transmission models, and maps are kept up to date. The Engineering Technician also analyzes meter and SCADA data to ensure accuracy. This position also administers Golden Spread tariff approved programs including renewable resource facilities, load reduction rider, and any future demand response programs. Additionally, he/she analyzes and validates demand and energy data used for billing and forecasting Member Cooperative loads.

Performance Outcomes

Meter Data:

  • Work with Member Cooperatives and transmission service providers meter departments concerning the installation and maintenance of metering at all SPP and ERCOT delivery points.
  • Analyze graphs of meter and SCADA data for accuracy, coordinate validation with GSEC personnel and Member Cooperatives.
  • Makes changes to meter settings remotely and downloads meter data as needed.
  • Maintain data exports from SCADA to MV-90.
  • Monitor SCADA on a regular basis for various activity; edit database and graphical interface as needed. Notify the SCADA Engineer and SCADA Technicians of any operational problems.

    Delivery Points:

    • Assist GSEC Members with the establishment of new delivery points in accordance with the applicable Open Access Transmission Tariff or Interconnection Agreement.
    • Assist GSEC Members to register new delivery points with ERCOT (NOIE and ELSE forms).
    • Add GSEC Member new delivery points in the SPP Network Integrated Transmission Service Agreement.



    • Keep GSEC and Member facilities up to date in SPP and ERCOT models.
    • Update SPP MDWG and ERCOT SSWG planning models with forecasted loads in addition to any special planning studies.
    • Update SPP and ERCOT network models.
    • Provide input into the annual ERCOT ALDR and SPP OATT submittals.
    • Participates in various ERCOT and SPP working groups and taskforces.
    • Engage outside consultants as needed for various services utilizing GSEC Master Services Agreements.



    • Work with transmission owners to ensure maps are accurate.
    • Develop and edit CAD drawings (one-lines, maps, SCADA equipment, etc.)


    Member Programs:

    • Work with GSEC Members on ERCOT and SPP under frequency and manual load shed plans.
    • Coordinate required contract activities between GSEC Members and our designated ERCOT Transmission Operator.
    • Work with GSEC Members to create and maintain an inventory of renewable facilities on member's systems and ensure compliance with GSEC's renewable program.
    • Assist with the implementation of GSEC's load control programs.
    • Conduct surveys, poll, gather, and analyze information from Member Cooperatives for various initiatives. Prepare reports and presentations based upon the research conducted on an as needed basis.


    NERC Compliance:

    • Assists GSEC and members with NERC compliance and documentation.
    • Subject Matter Expert for applicable NERC standards
    • Additional duties as required
    • Travel as required


    Complexity of Problems

    • Work on multiple projects and establish priorities.
    • He/she must be able to analyze multiple sets of data, identify and investigate any inaccuracies, and find and correct the root cause of the problem.
    • When SCADA problems are identified, the problem must be quickly conveyed to appropriate personnel for resolution.
      • The Engineering Technician will have frequent contact and communication with personnel at Member Cooperatives and various transmission owners/organizations on a variety of tasks.

      Education, Knowledge, and Experience Required

      • Minimum Bachelor's Degree in Electrical Engineering, another Engineering field, or a minimum of five years of applicable utility experience.
      • Ability to effectively manage multiple tasks.
      • Must be able to organize work to meet deadlines
      • Demonstrated experience in promoting and working in team environment
      • Demonstrated ability to maintain confidentiality
        • Ability to communicate effectively, both in writing and verbally with others inside and outside of the company, including member cooperatives and transmission owners.
        • Necessary Job skills:
        • Proficient in Microsoft Office Suite Products,
        • Proficient with spreadsheets and modeling,
    • Proven problem-solving capability
